It insane for so many other reasons but you are probably right that it is a way to keep unemployment down. 1.5 million active personnel not even counting the 1.5 million in the reserves would be quite a shock to our economy. Especially since their training is not exactly a hot commodity.

So instead of voting for unemployment payments Republicans help out the downtrodden by keeping them employed in such a fruitful way. Guarding an airstrip in Germany or dying in Iraq.
